Passenger Regulations

The company “THEMA” SOCIETE ANONYME SPECIAL PURPOSE COMPANY FOR THE OPERATION AND MAINTENANCE OF THESSALONIKI METRO NETWORK  (hereinafter “THEMA”), in order to ensure a safe and pleasant environment for all passengers, kindly asks you to follow the rules below, as defined by the “Passenger Rights Regulation for Regular and Extraordinary Lines of road public transport (buses, trolleybuses) and fixed-track means of transport (metro, tram)” (Ministerial Decision 362/2023, Government Gazette Issue B’ 7483 of 29-12-2023).

Tickets
  1. Every passenger is required to pay or possess the appropriate fare (ticket or card), which they can choose from the available products according to their needs, destination, and any entitlement to a reduced fare or free travel pass.
  2. Passengers entitled to a reduced fare, or a free travel pass can benefit from their right only after receiving a personalized card at the Metro station ticket offices by presenting the necessary documents that verify their right to a reduced fare or free transportation. This option is not available to ticket users.
  3. Ticket validation is mandatory at the designated automatic validation machines when entering or exiting the station.
  4. Passengers must retain their ticket or card throughout the journey until they exit the Station and present it when requested by the designated Fare Inspectors.
  5. Designated inspectors, equipped with special devices, conduct random checks on the platform and in the trains. During these checks, the inspector may request the necessary public documents verifying the passenger’s identity and/or the documents justifying their entitlement to a reduced fare or free travel.
  6. The use of a validated ticket is strictly personal.
  7. In the event of not possessing or not validating a valid ticket or card, a fine is imposed by the designated fare inspectors in accordance with the applicable law.

Traveling with Children

Children up to 6 years old must be accompanied by a person responsible for ensuring their safe movement. In all cases, the accompanying person must:

  1. Consider that in the first and last car of each train, there are designated areas for prams/strollers marked for fastening and safely transporting them (more information in section “Designated Areas in Train Cars”).
  2. Place the pram/stroller in a way that does not obstruct the passage and movement of other passengers within the train.
  3. Ensure that the stroller has a brake, and that the child is secured with a safety belt.
  4. Keep the pram/stroller close at all times, hold it, and take care to prevent injury or disturbance to other passengers.

For safety reasons, the transportation of infant/child strollers is only permitted via elevators, and the use of escalators is prohibited.

Transportation of Small Pets

According to the legislation, small companion animals may be transported on the Metro at the passenger’s responsibility and at the discretion of THEMA personnel, who reserves the right to refuse travel at any time if the train is full and depending on passenger safety (except for assistance dogs). The above is allowed under the following conditions:

  1. They are placed in a secure closed-type transport cage with maximum dimensions of 70cm x 40cm x 50cm.
  2. They are accompanied by their owner or keeper.
  3. The owner or holder of the animal is nearby and ensures that the animal does not cause injury or disturbance to other passengers.
  4. The transport cage is placed in free areas of the trains, away from the aisles and passenger entry-exit points, to ensure the safe movement of other passengers.

Assistance Dogs:

Special provisions for the transport of assistance dogs, namely trained guide dogs for the blind, dogs assisting individuals with disabilities and dogs that are in the process of being trained as assistance dogs, are as follows:

  1. They are transported on a leash without a transport cage and muzzle, regardless of their size.
  2. The user or trainer of the assistance dog must carry and present, upon request by Ticket Inspectors or specially authorized personnel for this purpose, the necessary documents that prove the animal’s training adequacy (whether it is trained or undergoing training) and its health, as well as the relevant certification of the user or trainer and proof of the animal’s use (whether the person is a user or trainer).
  3. If the user or trainer is a citizen of the EU or a citizen of a third country and is in Greece for a short period of time, then the necessary certificates, as issued by an official body or service of the country of origin, must be translated into English. In case of long-term stay of a trainer or instructor (e.g. for work purposes or permanent residence), the above certificates must be translated into Greek by the Greek authorities abroad (Embassies etc.) in accordance with the relevant legislation in force.
  4. The user or trainer of the assistance dog is responsible for maintaining train cleanliness and the unobstructed passage and movement of other passengers within the train.
  5. In the event of damage caused by the dog, the general provisions of the Civil Code regarding the liability of animal owners for damage caused by it to a third party (Article 924 CC) apply.

We are here to ensure that all our passengers, including our four-legged friends, have a comfortable and safe journey!

Conventional Bicycle Transportation

 

  1. The transport of bicycles is permitted at the passenger’s responsibility and at the discretion of THEMA personnel, who reserves the right to refuse travel at any time if the train is full and depending on passenger safety.
  2. Up to 2 conventional bicycles per train are allowed, and entry is through the last door.
  3. Owners of transported bicycles move on foot within the stations.
  4. Only elevators are allowed for use, while the use of escalators is prohibited.
  5.  Owners of transported bicycles must stay close to their bicycles and ensure that they do not cause injury or inconvenience to other passengers.
  6. Owners of transported bicycles place them in free areas of the trains, away from aisles and entry/exit points for passengers, so as not to compromise the safe movement of other passengers.
  7. In the last car of each train, there is a designated space for transporting vehicles that prioritizes users of wheelchairs, passengers with pram/stroller, and users of bicycles (more information in section “Designated Areas in Train Cars”).
  8. Owners of transported bicycles give priority to persons with disabilities, persons with reduced mobility, elderly persons, and generally persons who require special attention, and do not obstruct their access to the stations and trains.
  9. The transport of electric bicycles and electric scooters (e-scooters) is  not allowed.

Conventional Bicycles are NOT allowed:

  1. On days and hours when sports and other events take place near the Metro stations.
  2. In cases of high passenger traffic and when trains are at full capacity.
  3. In cases where THEMA personnel determine that the conditions within the train do not allow for the boarding of a passenger with a conventional bicycle.

Luggage and Other Objects Transportation
  • The transport of luggage and other items is permitted at the passenger’s own responsibility and at the discretion of THEMA personnel, who reserves the right to refuse travel at any time if the train is full and depending on passenger safety.
  • The transport of luggage and other items is only permitted under the following conditions:
    • The luggage dimensions must not exceed 100 cm x 60 cm x 25 cm.
    • The luggage weight must not exceed 25 kg.
    • The height of other items being transported must not exceed 1.70 meters.
  • Small luggage (handbags, backpacks, etc.) must be carried by hand, not on the shoulders, and must not be placed on seats.
  • Owners of luggage and other objects must place their luggage in free areas of the trains, away from aisles and passenger entry/exit points, to ensure safe movement for other passengers.
  • Luggage owners must remain near their luggage at all times and take care not to cause injury or disturbance to other passengers.
  • If train conditions do not allow for the safe transport of luggage or other items, THEMA personnel may refuse boarding to a passenger with luggage or other items.
  • THEMA is not responsible for any theft or loss of passengers’ personal belongings during transport.

Designated Areas in Train Cars

In the first and last carriage of the train, there are designated areas with available room for securing and safely transporting vehicles. The designated area in the first carriage prioritizes wheelchair users and passenger with pram/stroller.
The designated area in the last carriage prioritizes wheelchair users, passenger with pram/stroller and users of conventional bicycles.

 

Passenger Rights and Responsibilities

Passenger Rights:

THEMA complies with the provisions of Article 3 of the Regulation on Passenger Rights in rail transport.

  1. Every passenger has the right, if they wish, to submit to THEMA a complaint, request, or protest regarding the transport services it provides, as well as suggestions for the improvement and upgrading of the transport services offered.
  2. Any citizen, whether a passenger of the Thessaloniki Metro or not, may, if they wish and according to the procedure prescribed by law, submit a report or complaint for examination to Elliniko Metro S.A. or – in the case of fare-related issues – to OSETH S.A., concerning violations of the rights and obligations defined by the relevant legislation.

Passenger Responsibilities:

Passengers, throughout their stay at the Stations and during their travel by trains, shall:

  1. Not obstruct the ascent, descent, entry and exit of other passengers.
  2. Treat THEMA personnel and fellow passengers with decency and courtesy, avoiding arguments and tensions. Refrain from inappropriate, provocative, or threatening behavior and not disturb other passengers in any way.
  3. Not obstruct THEMA personnel in the performance of their duties and comply with any instructions given by them to facilitate the normal performance of those duties.
  4. Assist individuals who may need help, such as those with disabilities, reduced mobility, pregnant women, and elderly passengers, by offering them a seat on the train.
  5. Not make unnecessary or improper use of, or cause damage to, the equipment of the automated fare system (validation machines) and must follow the proper rules for passing through the entry-exit gates.
  6. Use the emergency equipment designated for public use only when absolutely necessary and must not use it unnecessarily.
  7. Not enter areas of the trains or premises where there is relevant prohibitive signage.
  8. Not throw objects inside or outside the trains, and not pollute in any way the trains, the facilities and the infrastructure of Thessaloniki Metro.
  9. Not destroy or damage the equipment, parts or components of trains and stations, in any way.
  10. Comply with the applicable health regulations for the protection of Public Health.
  11. Follow the Instructions for traveling with small children, infant/child strollers, luggage, conventional bicycles, and pets, to ensure the free and safe movement of fellow passengers within the trains and Stations.

Prohibited Actions:

  1. Smoking is strictly prohibited inside the trains and Stations.
  2. Noise disturbances (such as playing the radio at high volume, etc.) are not allowed.
  3. The transport of dangerous, flammable, sharp, toxic, polluting, or foul-smelling materials and substances inside the trains and Stations and the transportation of any objects that may pose a danger to the physical safety of passengers is prohibited.
  4. Individuals with open wounds or injuries are prohibited from entering the trains and Stations to prevent the risk of disease transmission
  5. The posting of stickers, distribution of printed materials, and trade of goods is prohibited.
  6. Propaganda of any form is not allowed.
  7. Playing musical instruments is prohibited.
  8. Begging is not permitted.
  9. The consumption of food and beverages inside the Stations and trains is prohibited.
  10. The transportation of electric bicycles and electric scooters (e-scooters) is prohibited.

The security and safety service of THEMA is responsible for addressing any violations of passenger regulations.
